Capabilities
Cite-or-abstain
Every value in the matrix quotes its exact source. If there is no verbatim, source-matched quote, the value is dropped. A hallucinated citation cannot become a pass.
Deterministic judgment
A rules-as-data engine scores every value against the code threshold. Reproducible, byte-for-byte. The verdict is never an LLM's, so the same submission produces the same matrix twice.
Downgrade-only critic
A second AI critic re-checks every pass. It can only downgrade a pass to a hold, never promote a hold to a pass. Verification cannot manufacture a false positive.
Achieved vs required, never conflated
A code limit restated in a specification is never mistaken for what the design achieves. The classic false-pass, closed. Values are tagged as achieved, required, or unknown at extraction.
Fail-closed geometry
An implausible model value or an un-provable escape route is withheld for review, never treated as a pass. Signet abstains loudly when the evidence isn't there.
