The problem

Why the usual approach breaks
Commercial AI tooling assumes a single tenant with self-service administration. The integrator tries to handwave the LLM layer as "just another SaaS call." The authorizing official is not handwaved. The model endpoint is either inside the authorization boundary or it is not, and if it is not, the data flow has to be documented and the information-type classifications have to match.
